1. GENERAL PROVISIONS
1.1. This provision regulates the procedure of the V International Astana Piano Passion Classical Music festival and Competition for Young Pianists (hereinafter – the Competition).
1.2. The Competition is organized by the Akimat of Astana (the Mayor’s office) and Accordi di Astana Public fund.
1.2. The Artistic Director of the Competition is a People’s Artist of Russia Denis Matsuev.
1.4. Location: Astana, the Capital city of the Republic of Kazakhstan.
1.5. Dates: May 12-18, 2019
2. OBJECTIVES:
Revealing new talents in the field of piano art, strengthening the traditions of national piano school, international exchange of performing arts techniques, strengthening creative ties and traditions of national schools, professional development in training on piano music school offices. Promotion of classical piano music as an important part of the spiritual education of the younger generation, and support of young talents of Kazakhstan at the initial stage of their career.
3. ORGANIZING COMITTEE
3.1. To perform all the preparation work and compliance monitoring of the terms of this Provision, Organizing Committee (hereinafter – the Organizing Committee) including representatives of the organizers and the Art Director of the Competition is formed.
3.2. The Art Director has the decisive right to determine the participants on the results of the preliminary round of the Competition.
3.3. Competition organizers provide a platform for performances with necessary design stage, the participation of the professional symphony orchestra in the opening ceremony, the second round of the competition and the gala concert, as well as provide technical and gig (common) rider for opening and closing ceremonies of the Competition.
3.4. The chairman of the Organizing Committee has a right to settle disputes.
4. PARTICIPANTS OF THE COMPETITION
4.1. Young pianists in age under 18 (at the last date of the Competition) are allowed to participate in the Competition:
4.2. Students of the Judges are not allowed to participate in the Competition.
5. COMPETITION RULES
5.1. The submission of Applications for the preliminary round of the Competition will start on January 30, 2019.
5.2. The preliminary round will be held by a special committee headed by the Art Director of the competition through the analysis of applications and review of the applicants’ videos. Competition participants are determined by the results of the preliminary round.
5.3. All applications are reviewed by the Organizing Committee in confidential way. The Organizing committee has the right to request additional information from candidates.
5.4. Competition auditions of the groups are held in two rounds.
5.5. Not more than 30 pianists of all age groups will be allowed to participate in the semi-final round.
5.6. Not more than 50% of the semi-finalists shall make it into in the final.
5.7. On arrival all competitors must provide the Organizing Committee with copies of music-sheets of performing compositions. At the end of the competition the copies of music-sheets of performing compositions will not be returned.
5.8. In accordance with the schedule of rehearsals competitors will be provided with rehearsal classes for individual sessions before each round and time for acoustical rehearsals on the stage of the concert hall.
5.9. The order of performances in the semi-final is determined by a draw and remains during the Competition. However, the Chairman of the Judges may decide to change the order of performances due to illness of competitor or another force majeure.
5.10. The order of performaing compositions is determined by competitors.
5.11. Competitor Auditions are held on public.
5.12. All compositions shall be performed from memory.

7. COMPETITION RESULTS AND AWARDING OF WINNERS
7.1. Only one Grand Prix is awarded in the Competition.
7.2. In each age group the Judges award the laureates of the 1, 2 and 3 places of the V International Astana Piano Passion Classical Music Festival and Competition for Young Pianists.
7.3. Participants, who did not make it into the final, participate in the concert of the semi-finalists.
7.4. The competition finalists, who did not become laureates, are recognized as diploma winners of the V International Astana Piano Passion Classical Music Festival and Competition for Young Pianists.
7.5. By the Judges’ decision winners and diploma winner participate in the Gala Concert.
7.6. The Results of the Competition are announced on the last day of auditions.
8. THE COMPETITION JUDGES
8.1. The competition participants’ performances shall be evaluated by international judges.
8.2. The Honorary Chairman of the judges is Denis Matsuev.
8.3. The judges is entitled to do the following:
8.4. In the equality of votes the Chairman of Judges have a right for an extra vote.
8.5. The decision of the Judges are final and is not subject to revision.
9. THE COMPETITION PRIZES
9.1. The total Prize Fund is 60 000 USD and it divides in the following way:

The Senior Age Group
Awards to teachers of the competitors who have become the Competition laureates – by 1 000 USD
9.2. Special awards from the Mayor of the city of Astana.
9.3. Special awards from the Art Director of the competition, Denis Matsuev:
9.4. Prize for a best performance of Kazakh composer’s composition.
9.5. People’s Choice Awards is based on the internet voting results.
9.6. The Grants for training, as well as special and incentive prizes may also be awarded in each age category.
9.7. In accordance with the acting law of the Republic of Kazakhstan all taxes shall be paid in excess of the award by the Competition organizer, Accordi di Astana Public Fund.
10. ORDER OF THE COMPETITION PARTICIPATION
10.1. To participate in the Competition, applicants need to submit the online application during January 30 — March 30, 2019 on the website www.astana-app.com/application (hereinafter — the Application) which shall include:
10.2. When completing the application form on the competition website, you need to put the following in electronic application:
10.3. The Organizing Committee of the Competition does not submit applications received after March 30, 2019.
10.4. The Organizing Committee provides the candidates who have sent the application with confirmation of receipt. Incomplete applications or applications without requested materials mentioned above will not be submitted.
11. MEDIA AND COPYRIGHT
11.1. With registration the competitor states that no third party does not recognize and copyright and/or other legal rights for video, audio and other materials that are created during the Competition.
11.2. Exclusive rights on the audio and video of competitors’ performances, all concerts in the framework of the Competition and master classes of guest musicians, as well as their distribution and use in advertising and teaching purposes, including their broadcast in paid cable television networks (without income organizers) belongs to the organizer of the Competition — Accordi di Astana Public Fund .
11.3. On non-reimbursable basis and for an limitless period of time the competitor gives the rights to the organizer of the Competition — Accordi di Astana Public Fund — for the broadcast and distribution of materials
11.4. Accordi di Astana Public Fund has the right to broadcast the Competition’s audition and the final concert on the radio, television and the Internet without any additional fee to the competitors.
12. FINANCIAL TERMS
12.1. The Organizing Committee makes a hotel reservation, pays for accommodation and three-time meals for a competitor and one accompanying person from the arrival day in Astana not earlier than May 11, 2019 till the end of the competition, but not later than two days after elimination.
12.2. The Organizer provides each Kazakhstan semi-finalist and one accompanying person with railway ticket to Astana and transfer (Arrival, departure, the auditions venue).
12.3. Organizers provide each foreign semi-finalist and one accompanying person with economy class tickets and transfer (arrival, departure, the auditions venue).
12.4. Competitors and their accompanying persons, who need a Kazakh visa, must apply for a visa to the nearest Embassy (consulate) of the Republic of Kazakhstan by themselves. The Organizer prepares and sends the official invitation for competitors and their accompanying persons. Costs for Kazakh visa are paid by competitors.
12.5. The Organizer does not provide competitors and their accompanying persons with any type of insurance.
12.6. Competitors, who have arrived to participate in the Competition and refused to perform, must cover all expenses: accommodation, tickets, transfer and 3-time meals.
